Asia Pacific Study Group prepares report on hate speech

20 December 2019
The Asia Pacific Study Group, formed at GAAMAC III in Kampala, 2018, is currently preparing a report on Preventing Hate Speech, Incitement, and Discrimination: Lessons on Promoting Tolerance and Respect for Diversity in the Asia Pacific to present at GAAMAC IV which will take place from 16-19 November 2020 in the Hague.

The project is documenting current efforts of state and non-state actors in the region in dealing with the issue of hate speech and intolerance at home. It will produce recommendations for strengthening efforts to prevent hate speech, discrimination and incitement to violence by accounting for the role of legal and institutional mechanisms across the region, and detailed case studies on the role of civil society actors in promoting tolerance and reconciliation. The report will present three in-depth case-studies from the Philippines, Myanmar, and India, for which fieldwork is currently underway.

The team is represented by the following organisations:

  • Initiatives for International Dialogue, Philippines
  • Human Rights Alert, India
  • Center for the Study of Genocide and Justice, Liberation War Museum, Bangladesh
  • Asia-Pacific Centre for the Responsibility to Protect, Australia
  • The Australian National University, Australia
  • Global Centre for the Responsibility to Protect, United States
  • Global Justice Center, United States
